Whether a tool is good or bad, a bad person will use a tool badly. Laws, for example, make for an orderly society. Bad persons misuse Laws (running traffic lights, tax evasion, etc). When a bad person misuses laws, things go badly for everybody, i.e., more laws to keep / catch bad persons & more red tape / trouble for good persons. Bad behavior comes from a bad person.
